California’s Used Mattress Recovery and Recycling Act (enacted in 2013 and amended in 2014) requires mattress manufacturers to create a statewide recycling program for mattresses discarded in the state. The Program is expected to launch in early 2016 and is funded through a recycling fee collected from consumers when a futon, mattress, or box spring is sold. The Mattress Recycling Council (MRC), a non-profit organization established by the mattress industry, will create and manage the Program. It will use the recycling fees to contract with service providers to collect and recycle mattresses. California’s Department of Resources Recycling and Recovery (CalRecycle), the regulatory agency with oversight of the Program, has developed a webpage that provides information about its responsibilities under the law.  Stakeholders may also subscribe to CalRecycle’s list serve to receive updates on its oversight activities. The Program will be funded through an $10.5 recycling fee collected from consumers when a mattress or box spring is sold beginning Dec. 30, 2015.
